BYLAWS OF THE PAPILLION GUN CLUB

ARTICLE I – AUTHORITY & INTERPRETATION

A. These Bylaws are adopted pursuant to and subordinate to the Constitution of the Papillion Gun Club, Incorporated (“Club”).

B. In the event of a conflict between the Constitution and these Bylaws, the Constitution shall govern.

C. These Bylaws shall govern all operational, procedural, and administrative matters of the Club.

ARTICLE II – MEMBERSHIP

Section 1 – Membership

Membership classes may include Active Members, Honorary Members, and Life Members as established by the Board of Directors.

Section 2 – Membership Eligibility

A. All classes of membership must:

     1. Be legally eligible to possess firearms;

     2. Have reached the age of 21;

     3. Submit a completed application and required dues; and

     4. Agree in writing to comply with Club governing documents and policies.

B. Honorary Member Eligibility:

     1. Any active member having ten consecutive years as a member, and retires from regular full-time employment, may request to become an honorary member. Retirement from full time employment may be waived if a member has 25 consecutive years of membership.

C. Life Member Eligibility:

     1. An active member who has demonstrated services of exceptional merit to the Club may be designated as a life member.

Section 3 – Membership Approval Process

A. Active Membership:

     1. Individuals may apply for active membership on a Papillion Gun Club (PGC) application, and submitting same, containing the name of a recommending active member, to the Secretary.

     2. An applicant may become an active member on probationary status, by an approved majority vote of the members present when a quorum exists. Applicants may be voted on for probationary membership only at the quarterly meetings, and after six months will automatically become an Active Member unless determined otherwise by the Board of Directors. Any active member may request that a secret ballot be taken when voting.

B. Honorary Membership:

     1. During a quarterly meeting, when a quorum exists, members may vote honorary membership for an eligible requesting member.

C. Life Membership:

     1. The Officers of the Club shall nominate the member for such lifetime status and present the nomination to the membership for approval at a regular meeting. A majority of the members present, when a quorum exists, may vote life membership for the selected member.

Section 4 – Dues and Assessments

A. Dues and initiation fees will be established by the general membership at the annual meeting held in May each year.

B. Two levels of membership are:

     1. Regular working membership and dues will be $50 (unless changed by the membership) and the members must work 20 hours per calendar year with 10 hours at club sponsored shoots, and 10 hours as assigned by the officers. A fine of $5 will be assessed for each hour less than the required 20 hours and must be paid prior to the end of the year and before the renewal for the new year will be accepted. The executive committee will be responsible for appointing a member to monitor the hours and collection of fines, and for allowing hours switched between the two categories. The executive committee will also be responsible for exceptions to the number of hours worked such as military duty, family illness, and other reasons determined by the executive committee.

     2. Non-working members dues will be $150, annually (unless changed by the membership) and the member will be exempt from any work hours, but encouraged to help at any time.

C. Honorary and Life Members are exempt from payment of annual dues.

D. Members will sign a form stating their preference for working or non-working membership when paying renewal dues.

E. Dues are due by the first day of January each year and are considered delinquent at the winter meeting. After the winter meeting, if dues are not paid, the member will be dropped from the membership rolls.

F. Both New Working and New Non-Working members shall be required to pay a $25 initiation fee in addition to the dues amount during the first year of membership.

Section 5 – Rights and Privileges

A. Only members in good standing may vote, hold office, sponsor guests, or use club facilities, subject to applicable rules.

B. Honorary members shall be entitled to all privileges of the organization, except they shall not be eligible to hold office in the organization and they shall not be afforded the privilege of voting.

C. Life members shall be entitled to all privileges of the organization.

ARTICLE III – MEMBER DISCIPLINE & DUE PROCESS

Section 1 – Grounds for Discipline

A member may be disciplined for:

     1. Unsafe firearms handling;

     2. Violation of range rules, safety policies, or lease requirements;

     3. Damage to Club or leased property;

     4. Illegal or unethical conduct; or

     5. Conduct materially detrimental to the Club.

Section 2 – Due Process

Prior to suspension or expulsion:

     1. The member shall receive written notice of the alleged violation;

     2. The member shall be given a reasonable opportunity to respond, either in writing or at a hearing; and

     3. A decision shall be made in good faith by the Board or a designated committee based on available information.

Section 3 – Interim Suspension

The Board may impose an immediate temporary suspension when necessary to protect safety, property, insurance coverage, or lease compliance.

Section 4 – Dismissal

Dismissal of any member for just cause may occur at any meeting with a motion of any Member, and a two-thirds vote by secret ballot of the members present, when a quorum exists, constituting immediate termination of membership.

Section 5 – Finality of Decisions

Disciplinary decisions of the Board are final.

ARTICLE IV – MEETINGS OF MEMBERS

Section 1 – Meetings

Quarterly meetings of members shall be held at a time and place designated by the Board.

Section 2 – Special Meetings

Special meetings may be called by the President or upon the request of two or more Board Members.

Section 3 – Notice, Quorum, and Voting

A. Notice of all scheduled meetings shall be noticed in writing and/or electronically by email to all active members of the Papillion Gun Club at least 72 hours prior to the start of the meeting.

B. In order to conduct business, a quorum shall consist of ten percent (10%) of the members in good standing, present in person or by valid proxy. Once a quorum is established, it shall be presumed to continue for the duration of the meeting unless a lack of quorum is affirmatively shown.

C. Any member that cannot attend a meeting may designate his/her spouse to represent the member’s vote by proxy. The proxy voter must notify the presiding officer prior to the meeting of whom the member is they are representing and they have been designated to vote for same.

Section 4 – Process

All meetings will be conducted using Roberts Rules of Order Simplified Version.

ARTICLE V – OFFICERS

Section 1 – Officers

A. The officers of the corporation shall be:

     1. President;

     2. Vice-President;

     3. Treasurer; and

     4. Secretary.

B. Officers will be nominated and elected at the May meeting and assume their respective office the following first of July.

C. Any nominee receiving a majority of the votes cast by secret ballot, when a quorum exists, shall be declared the officer elect for the position voted upon.

D. Any officer nominee must be an active or life member in good standing.

E. There shall be an Executive Committee consisting of the four elected officers and the immediate past President.

Section 2 – Authority

The Officers have full authority over the affairs of the Club, including:

     1. Ownership, maintenance, and improvement of Club-owned buildings;

     2. Negotiation, approval, and enforcement of leases for range property;

     3. Adoption and enforcement of range rules and safety policies;

     4. Financial oversight and budgeting; and

     5. Protection of Club assets and insurance coverage.

Section 3 – Duties of Officers

A. The President of this organization shall:

     1. Preside at all meetings;

     2. Have general supervision of the affairs of the club;

     3. Be presiding officer of the Executive Committee;

     4. Appoint standing and special committees and chairperson(s) of special events; and

     5. Be an ex-official member of all committees

B. The Vice-President of this organization shall:

     1. Serve as President in the President’s absence;

     2. Be responsible for duties as assigned by the president; and

     3. Handle other duties as designated by the Club President.

C. The Secretary of this organization shall:

     1. Record and keep minutes of all meetings;

     2. Prepare all correspondence;

     3. Prepare a membership roster and issue membership cards annually; and

     4. Handle other duties as designated by the Club President or Vice-President.

D. The Treasurer of this organization shall:

     1. Oversee financial matters and report to the Board;

     2. Collect all dues and monies owed to the club;

     3. Disperse funds in the normal course of operation of the Club;

     4. Disburse funds upon order of the Executive Committee;

     5. Be responsible for all monies of the club;

     6. Provide an accounting of all monies at each regular meeting; and

     7. Handle other duties as designated by the Club President or Vice-President.

E. The Executive Committee shall be responsible for the conduct of the business of the organization between regular meetings.

F. The Executive Committee will be empowered to make decisions for the “Club” when time is of the essence.

G. Electronic Action by Executive Committee

     1. The Executive Committee may conduct business between meetings through electronic communication, including email or text messaging to all the members of the executive committee. Any Executive Committee member may introduce a motion electronically. A motion must receive a second before discussion or voting may occur.

     2. The member introducing the motion may specify a time period for second, discussion, and voting. If no time period is specified, the period shall automatically close 48 hours after the motion is introduced.

     3. A quorum of the Executive Committee must participate in any electronic vote for the action to be valid. For purposes of this section, a quorum shall consist of a majority of the members of the Executive Committee.

     4. Approval of a motion requires the aFirmative votes of more than one-half of the entire Executive Committee, regardless of the number of members responding. Failure of a member to respond within the designated time period shall be recorded as an abstention.

     5. Any action approved through electronic communication shall have the same force and effect as action taken at a meeting and shall be recorded in the minutes of the next meeting.

Section 4 – Vacancies

A. A vacancy in the office of the President shall be filled by the Vice-President becoming President and serving the un-expired term.

B. Other officer vacancies shall be filled by appointment of the President to serve the un-expired term.

ARTICLE VI – BOARD OF DIRECTORS

Section 1 – Board of Director Members

There shall be a Board of Directors, consisting of The Executive Committee and three (3) elected members-at-large.

Section 2 – Members-at-Large

A. The elected members-at-large will serve decreasing incremental terms from one to three years. Nominations will be made at each May meeting, with one member being elected for a three (3) year term, with subsequent elected members serving two (2) and one (1) year(s) respectively.

B. Members-at-large will be assigned to chair one of the following committees which will be identified at the time of election:

     1. Buildings;

     2. Grounds; or

     3. Range.

Section 3 – Standard of Conduct

Directors shall act in good faith, in the best interests of the Club, and with reasonable care.

Section 4 – Removal and Vacancies

A. A Board of Directors member may be removed from office for just cause by a motion at any meeting.  A two-thirds vote by secret ballot of the members present, when a quorum exists, shall constitute immediate removal from office.

B. Board of Director vacancies shall be filled by appointment of the Board to serve the un-expired term.

ARTICLE VII – COMMITTEES

Section 1 – Formation

A. The President or Board may establish additional standing or special committees that serve at the direction of the Board.

Section 2 – Standing Committees

A. The Club shall maintain the following standing committees to assist the Board of Directors in the management and operation of Club facilities and activities.

     1. The Buildings Committee shall be responsible for oversight of Club-owned buildings and structures, including the clubhouse and related improvements. Duties shall include maintenance, repairs, safety, code compliance, and recommendations to the Board regarding building projects and expenditures. The Buildings Committee shall be chaired by the duly elected member of the Board of Directors elected to serve as Chair of the Buildings Committee.

     2. The Grounds Committee shall be responsible for the care, maintenance, and improvement of the Club’s grounds and outdoor facilities. Duties shall include mowing, snow removal, parking lot maintenance, grounds maintenance, and general owned and leased property appearance and safety. The Grounds Committee shall be chaired by the duly elected member of the Board of Directors elected to serve as Chair of the Grounds Committee.

     3. The Range Committee shall be responsible for range equipment maintenance, target systems, and recommendations regarding range improvements and use policies. The Range Committee shall be chaired by the duly elected member of the Board of Directors elected to serve as Chair of the Shooting Range Committee.

B. Standing committees shall have such authority and duties as set forth in these Bylaws and as may be assigned by the Board of Directors, subject at all times to Board oversight and final decision-making authority.

C. Each standing committee may include additional members appointed by the Board of Directors or the committee chair, as permitted by the Board. Committees shall report regularly to the Board of Directors and shall not expend Club funds or obligate the Club except as expressly authorized by the Board or these Bylaws.

ARTICLE VIII – PROPERTY & FACILITIES

Section 1 – Owned Property

The Club owns its clubhouse, shoot house, and related improvements and shall maintain, insure, and control their use.

Section 2 – Leased Range Property

A. Shooting range operations shall occur only on property leased or otherwise authorized for such use.

B. All range activities shall comply with lease terms and conditions.

C. The Board may restrict or suspend range use to protect lease compliance or the Club’s interests.

Section 3 – Improvements on Leased Property

Any improvements on leased range property must be approved by the Board and comply with lease requirements.

Section 4 – Clubhouse Use and Rental

The Clubhouse may be used for Club functions and may be rented or otherwise made available for use by Members or other permitted users as authorized by the Board of Directors. All such use shall be consistent with the Club’s nonprofit purpose and applicable law.

Section 5 – Kitchen and Food Service Operations

Use of the Club’s kitchen facilities and any preparation, sale, or service of food or beverages shall be subject to policies adopted by the Board of Directors and shall comply with all applicable health, safety, and licensing requirements. The Board of Directors may restrict, suspend, or prohibit kitchen operations as it deems necessary in the best interests of the Club.

ARTICLE IX – RANGE OPERATIONS & SAFETY

A. The Board shall adopt written range rules and safety policies governing all shooting activities as outlined in Appendix A of these bylaws. Compliance with such rules is mandatory for all members and guests.

B. Shotgun shooting only is allowed at the club and the range may not be used for any other purpose than shotgun shooting.

ARTICLE X — YOUTH SHOOTING PROGRAMS

A. The Club conducts and hosts youth shooting and firearms-safety programs emphasizing education, supervision, and safe firearm handling.

B. Youth participation requires:

     1. Direct adult supervision approved by the Board; and

     2. Use of firearms, ammunition, and ranges authorized for youth activities.

C. The Board may adopt additional safeguards and program rules.

ARTICLE XI – ALCOHOL USE

A. The club shall maintain a current valid liquor license for the sale of beer meeting all Sarpy County and Nebraska Liquor Control Commission requirements.

B. The Liquor License Manager shall be a club member approved by the Board of Directors and capable of meeting all requirements outlined by the Nebraska Liquor Control Commission.

C. The Liquor License Manager shall have authority regarding all matters pertaining to the acquisition and sale of alcohol and their decisions will be considered final.

D. Alcohol may be possessed and consumed only within the clubhouse or other areas expressly approved by the Board.

E. Alcohol is strictly prohibited on shooting ranges and during or prior to shooting activities.

F. Alcohol use shall comply with all applicable laws and Club policies.

G. The Board may impose additional restrictions to protect safety and insurance coverage.

ARTICLE XII – CONFLICT OF INTEREST

A. Directors, officers, and committee members shall disclose any actual or potential conflicts of interest.

B. Individuals with a conflict shall abstain from discussion and voting on the affected matter.

C. The Board may adopt and enforce a written conflict-of-interest policy consistent with nonprofit best practices.

ARTICLE XIII – NON-DISCRIMINATION

The Club shall not unlawfully discriminate in membership, participation, or access to Club activities on the basis of any characteristic protected by applicable law.

Nothing in this Article shall be construed to:

     1. Require the Club to admit or retain any person who does not meet membership eligibility, safety, conduct, or participation requirements;

     2. Limit the Club’s authority to enforce its Constitution, Bylaws, range rules, safety policies, lease requirements, or disciplinary procedures;

     3. Restrict the Club’s ability to regulate the use of its facilities or programs, including youth programs, guest access, and range operations; or

     4. Affect the Club’s status as a private membership organization operated primarily for social and recreational purposes.

ARTICLE XIV – FINANCIAL ADMINISTRATION

Section 1 – Fiduciary Responsibility

A. The Club shall maintain accurate and complete financial records, exercise reasonable internal financial controls, and manage its funds prudently and in a manner consistent with sound nonprofit governance practices.

B. No part of the net earnings of the Club shall inure to the benefit of any member, officer, director, or private individual, except as reasonable compensation for services actually rendered to the Club or as reimbursement for authorized expenses incurred on behalf of the Club.

Section 2 – Authorization to Purchase

No Member of the Club shall incur any expense, obligation, or make any purchase on behalf of the Club unless such expenditure has been expressly authorized in advance by the Board of Directors.

Section 3 – Officer and Director Purchasing Authority

Except as provided herein, no Officer or Director of the Club shall incur any single expense or make any purchase on behalf of the Club in excess of Two Hundred Fifty Dollars ($250.00) without the prior approval of the Board of Directors. Such approval may be granted by vote at a duly called meeting of the Board or via email vote in accordance with these Bylaws.

Section 4 – Treasurer Authority

Notwithstanding the foregoing, the Treasurer is authorized to incur expenses and make purchases on behalf of the Club in any amount when acting in the ordinary course of the Club’s normal and approved business operations, including but not limited to payment of routine operating expenses, lease obligations, utilities, insurance, supplies, maintenance, and other customary or budgeted expenditures.

Section 5 – Unauthorized Expenditures

Any expenditure or purchase made in violation of this Article shall be deemed unauthorized and may, at the discretion of the Board of Directors, result in denial of reimbursement, personal responsibility for repayment by the individual who incurred the expense, and/or disciplinary action as otherwise provided in these Bylaws.

Section 6 – Financial Review or Audit

The financial records of the Club shall be subject to an annual review or audit at the discretion of the Board of Directors. Such review or audit may be conducted by an independent certified public accountant, a qualified third party, or an internal committee appointed by the Board. The results shall be reported to the Board of Directors and made available to the membership upon request.

ARTICLE XV – INDEMNIFICATION & INSURANCE

Section 1. Indemnification

The Club shall indemnify its directors, officers, committee members, and volunteers to the fullest extent permitted by applicable law for actions taken in good faith on behalf of the Club.

Section 2. Insurance

The Club shall maintain appropriate insurance coverage, including:

     1. General liability insurance;

     2. Property insurance for owned facilities;

     3. Directors and Officers (D&O) insurance; and

     4. Coverage applicable to leased range property and shooting activities.

ARTICLE XVI – COMPLIANCE WITH LAW

The Club and its members shall comply with all applicable federal, state, and local laws and regulations, including those relating to firearms, safety, zoning, and environmental protection.

ARTICLE XVII – PARLIAMENTARY AUTHORITY

Meetings shall be governed by Robert’s Rules of Order Simplified Version, unless inconsistent with these Bylaws.

ARTICLE XVIII – AMENDMENT OF CONSTITUTION & BYLAWS

Section 1 – Constitution

The Constitution may be amended only by a vote of the members in good standing at a regular or special meeting of the Club that consists of at least 1/3 of the voting membership , provided that written notice of the proposed amendment has been given to the membership not less than 30 days prior to the meeting. Adoption shall require an affirmative vote of not less than two-thirds (2/3) of the members present and voting.

Section 2 – Bylaws

A. These Bylaws may be amended, repealed, or restated by:

     1. A vote of the members in good standing when a quorum is present at a regular or special meeting, in which at least 1/3 of the voting membership is present or

     2. A vote of the Board of Directors, if such authority has been expressly granted by the members.

B. Unless otherwise specified, adoption shall require an affirmative vote of two-thirds (2/3) of the members present and voting, after not less than seven (7) days prior written notice.

Section 3 – Limitations

No amendment shall be adopted that would:

     1. Cause the Club to cease qualifying as a nonprofit social or recreational organization under Section 501(c)(7) of the Internal Revenue Code;

     2. Conflict with applicable law; or

     3. Impair existing contractual obligations, including property leases, without appropriate consent.

APPENDIX A – RANGE RULES AND SAFETY POLICY

Papillion Gun Club

Section 1 – Authority and Applicability

1. These Range Rules are adopted by the Board of Directors pursuant to the Bylaws.

2. Compliance is mandatory for all members, guests, youth participants, coaches, instructors, officials, and visitors.

3. These Rules apply to all trap, skeet, and other clay-target shooting activities conducted on Club authorized leased range property.

4. Violations may result in immediate removal from the range and disciplinary action under the Bylaws.

Section 2 – Authorized Firearms and Ammunition

1. Only shotguns may be used on the range.

2. Shotguns must be shoulder-fired, sporting-type firearms.

3. Maximum shot size: No larger than #7½ lead shot, unless the Board approves an alternative for a specific event.

4. Prohibited ammunition and firearms include:

     a. Slugs or buckshot;

     b. Steel shot unless expressly approved for the range;

     c. Tracer, incendiary, or explosive rounds; and

     d. Rifles, pistols, or pistol-grip-only firearms.

5. Shotguns must be unloaded and actions open when not actively shooting.

Section 3 – General Safety Rules

1. Treat all firearms as loaded at all times.

2. Keep the muzzle pointed in a safe direction and within designated shooting zones.

3. Keep fingers off triggers until the shooter is prepared to fire.

4. The trigger may not be pulled until the target is visible and the shooter is prepared to fire in a safe direction.

5. Eye and ear protection are required for all persons on or near the shooting fields.

6. Alcohol or impairing substances are strictly prohibited before or during shooting activities.

Section 4 – Field Access and Conduct

1. Shooting is permitted only from designated shooting stations.

2. Shotguns may be loaded only at the shooting station and only when it is the shooter’s turn.

3. No firearm handling is permitted behind the ready line or in parking or clubhouse areas.

4. Spectators must remain behind designated safety lines.

Section 5 – Shooting Procedures

1. Shooters shall:

     a. Load no more than one shell at any time for singles events or two shells at any time (when participating in a doubles event); and

     b. Close actions only when on station and ready to shoot.

2. Firearms must be opened and unloaded immediately after completing a station or round.

3. No shots may be taken at:

     a. Grounded targets;

     b. Broken targets; or

     c. Targets outside the designated shooting arc.

4. Cross-station or low-angle shots are prohibited.

Section 6 – Trap and Skeet Field Rules

1. Shooters shall fire only within the approved target flight path for each field.

2. No shooting shall occur outside posted field boundaries.

3. No shooting shall occur outside posted allowable shooting times.

4. Target machines shall be operated only by authorized personnel.

5. Field adjustments or repairs may be performed only with Range Committee Chair approval.

Section 7 – Range Officers and Officials

1. The Board may appoint Range Officers or Field Supervisors.

2. Range Officers have authority to:

     a. Enforce these Rules;

     b. Call immediate cease-fire; and

     c. Remove unsafe individuals.

3. All instructions from Range Officers must be followed immediately.

Section 8 – Youth Shooting Programs

1. Youth shooting activities are permitted only as part of an approved Club program.

2. Requirements include:

     a. Direct adult supervision at all times; and

     b. Use of firearms, loads, and fields approved for youth participation.

3. One-on-one supervision may be required based on age or experience.

4. Youth may not shoot without a designated adult present.

Section 9 – Youth Coach and Instructor Qualifications

1. All youth shooting activities shall be supervised by qualified adult coaches or instructors approved by the Board.

2. At a minimum, youth coaches and instructors must:

     a. Be at least 21 years of age;

     b. Be members in good standing, unless waived by the Board for special programs;

     c. Demonstrate experience with shotgun sports and safe firearms handling; and

     d. Agree in writing to comply with Club policies and youth-program rules.

3. The Board may require one or more of the following, as determined appropriate:

     a. Completion of a recognized firearms safety or coaching course;

     b. Background screening consistent with Club policy; and

     c. First-aid or emergency response training.

4. Coaches and instructors shall:

     a. Maintain direct supervision of youth at all times;

     b. Enforce all range rules and safety procedures; and

     c. Immediately remove any youth participant engaging in unsafe conduct.

5. The Board may suspend or revoke coaching privileges for cause.

Section 10 – Guests and Organized Events

1. Guest shooting is permitted only under policies approved by the Board.

2. Members are responsible for their guests’ conduct and safety.

3. Organized events, leagues, or competitions require prior Board approval and may have supplemental rules.

Section 11 – League, Competition, and Events

1. The Club may authorize leagues, competitions, tournaments, or special shooting events by Board approval.

2. Approved leagues or events may operate under written League or Event Addenda, which may supplement but shall not override these Range Rules.

3. League or Event Addenda may address:

     a. Field rotation and scheduling;

     b. Scoring methods and formats;

     c. Equipment or ammunition variations approved for the event;

     d. Additional safety procedures; and

     e. Youth participation standards.

4. All participants, including guests and non-members where permitted, shall:

     a. Acknowledge and comply with these Range Rules and any applicable Addenda; and

     b. Follow instructions of Range Officers and event officials.

5. Event organizers are responsible for:

     a. Ensuring compliance with Club rules, lease requirements, and insurance conditions;

      b. Designating qualified field supervisors; andc. Reporting incidents or rule violations to the Board.

6. In the event of conflict, these Range Rules shall control unless the Board expressly approves a written exception.

Section 12 – Environmental and Lease Compliance

1. All activities must comply with lease terms and conditions.

2. Shooters shall:

     a. Dispose of spent hulls in designated containers; and

     b. Avoid damage to fields, machines, or leased property.

3. Any condition threatening lease compliance must be reported immediately.

Section 13 – Alcohol and Impairment

1. Alcohol is strictly prohibited on shooting fields and during shooting activities.

2. Alcohol may be consumed only in the clubhouse or areas approved by the Board and only after shooting has concluded.

3. Any person appearing impaired shall be denied range access.

4. Violations may result in immediate suspension.

Section 14 – Emergencies and Incidents

1. Any injury, accidental discharge, or unsafe condition must be reported immediately.

2. Emergency contact procedures shall be posted within the clubhouse.

3. Incident reports must be completed as required by Club policy.

Section 15 – Enforcement and Discipline

1. Violations may result in:

     a. Verbal warnings;

     b. Immediate removal from the field;

     c. Temporary suspension; or

     d. Formal discipline under the Bylaws.

2. Serious or repeated violations may result in expulsion.

Section 16 – Amendments

1. These Range Rules may be amended, suspended, or supplemented by the Board of Directors at any time. The most current version shall govern.

2. The Board of Directors may adopt separate written Youth Program Policies and League or Event

Addenda consistent with this Appendix to address operational details without further amendment to the Bylaws.
